These links facilitate access to the site for disabled people including blind: they allow them to move directly to the location.

Design philosophy

The principle of the Web is to provide content which can be accessed in a manner equivalent whatever its material, its environment, its browser, its deficiencies or culture (language).

To be more clear, a website must be considered and designed so that it contains is entirely independent of how that content will be rendered on a screen or any device (mobile, TV, search engine, printer, braille beach, etc.).

This separation of content (ie the party who « must » be universally accessible, ie the HTML document) and the layout (the part which is intended only for graphic media, that is to say CSS) is used to convey the same message to each user regardless of his tool.
